My plans for the term as Community Director:
Secure family values, uphold rights for children and elders
- Mandatory Family Day: So far this is working as most residents make an effort to get out of their homes.
- Apple Awards-given every other simyear
Spirit of Community Awards: Given to residents that portray the spirit of Apple Valley. Must be nominated. There will be a ceremony for the winner and a prize.
Beautiful Apple Awards:Given to homes/businesses that are aesthetically pleasing in their landscaping
Green Apple Awards: Designation given to businesses that promote a greener world with their environmental practices. - Hold on Housing Options The recent increase in housing options has been well. We will place a hold on additional housing options being built until we reach 95% capacity of the current housing options. Currently we are at 67% capacity which includes single family homes and multi-family dwellings.
- Increase Job Options We have successfully courted A.Pentragnani to open up a location in the hood including a fashion workshop to increase housing. We are working on pursuing a robotics factory and a floral shop to chose the hood as their primary location.
- Community Additions There are plans to add a bowling alley; a floral shop; fire station; police station; spa; sports stadium; upscale bar & lounge; and a public fishing pond.
- Community Renovations There are plans to renovate the pier, university dorm, family fun center and teen hang-out.
- Neighborhood Aesthetics Residents will notice that there have been many changes to the hood by adding more trees, more sidewalks and open spaces and utilizing spaces not directly connected to the roads.
- Monitor the Educational Director

President Note: County Council Plans 2009-2012
S'Ahmisa Warwick
For my 2009-2012 term as Hood Council President, I propose the follow:
For my 2009-2012 term as Hood Council President, I propose the follow:
- Coordinate the County Council's work
-Start a local stock exchange. We have many local businesses and we could start a local stock exchange to help the local businesses gain more resources and provide incentives to shareholders.
-Continue the renovation of Pierce University. Plans have been approved for the new campus and construction is almost complete on the academic buildings. The residential halls will follow afterwards.
-Continue the beautification of the hood. The next step is building up the shore facing Lady Starr and creating a large amount of green spaces and lawns. - Coordinate county council meetings
-County council meetings are held multiple times each simyear and are public once a simyear. An agenda will be published before the meeting for residents to make admendments to. - Official spokesim for the hood
-Would still like to look into having an official flag for the hood. Our hood has been around for a long time and I think that it is long overdue time for us to have a flag. - Manage foreign alliances-Continue SUN Exchanges via interhood internships, exchanges and study abroad programs.
- Enforce laws and immigration/emigration
-Do a complete overhaul of the laws
-Update fines and fees to reflect current inflation changes. - Oversee administrative business lots
-The Starr Grey Administration Centre is managed by me while the Memorial Church is managed by Pastor Lyndon Humphrey and The Veronika Kent Medical Centre is managed by Dr. Suzanna McMillian. Pastor Humphrey updates us of progress via reports and occasional visits during county council meetings.
-The Starr Grey Administration Centre is overdue for a renovation, this may be a good opportunity to occupy a smaller landspace. I propose a complete rehaul of the property but tearing down the old building, reusing materials when possible and building a new smaller more efficent administration center.

My plans for the term as Community Director:
Secure family values, uphold rights for children and elders
- Mandatory Family Day: At least once during their rotation, families must get out of the house and visit community lots, go on vacations, etc. Will work with the community to offer special family pricing to events and museums.
- Create a Pet Policy: All large animals must have a collar. Animals found without a collar will be fined $100 per simday without a collar. After five simdays without a collar, animal will be removed from the home.
- Increase Housing OptionsIncrease housing options for single adults, retirees and small families to relieve spacing issues in family homes. We need more price points among apartment complexes however we must also avoid the pitfalls that come along with some of the lower price points. We do not want to allow such filth into our community that can slink in.
- Increase Culture and Social OptionsAdd an upscale bar and lounge, renovate the existing jazz lounge, and invite more artists to perform at our venues.

--General Fund managed by the County President
This fund will cover expenses for foreign alliances, council administration, immigration/emigration, Starr Grey Administration Building, and Memorial Church.
--Economic Development Fund managed by the Financial Director
This fund will cover expenses for local trades and stores, home businesses, imports.
--Community Development Fund managed by the Community Director
This fund will cover expenses for culture, focal farming & fishing, general beautifying (plants, landscape, community lots)
--Education Fund managed by the Education Director
This fund will cover expenses for the administration of Apple Valley Academy & Byrant A Pierce University.
--Security Fund managed by the Security Director
This fund will cover expenses for local infrastructure, security, military & justice
--Public Health Fund managed by the Medical Centre Director
This fund will cover expenses for the adminstration of the Veronika Kent Medical Centre
--Archives/Technology Fund managed by the Archives/Technology Officer
This fund will cover expenses for the community library and archives, press relations, website, electronic infrastructure
-Assess networths every two simyears. Next assessment is in 2007 - Implement taxes and welfare support
-Taxes are now collected each simyear in the summer time
-Revisit welfare support benefits - Coordinate local trades and import based on needs of the community-Import policy needs tweaking. Suggest that the county limits its imports and cleanup existing imports. My research has indicated that only about 56% of imports are being used. Others are simply lying in waste because they are poorly made duplicates or residents to not require certain import items that come in a set.
- Oversee local businesses and associated laws
-Create a tax break for new business owners to increase the number of local businesses.
-Create a tax break for businesses with a rank higher than 5 to encourage long term business growth. - Collect taxes and fees from residents-Taxes are now collected each simyear in the summer time
- Manage the local real estates including construction of new homes, remodeling of homes and destruction of homes
-The current City Planner, Li Yoo, serves in this role.
-Ensure that there are multiple price points for housing.
-Start working on a plan for increasing the number of single family dwellings as the population ages and require more room than available in apartments in the metro. - Serve as bank manager
-Eventually would like to hire a sim for this position and increase the number of options from the local bannk branch or outsouce this service.

President Note: County Comprehensive Plan 2005-2009
Goals, Objectives, Policies & Implementation Recommendations
- Chapter 1 - Population and DemographicsThe population has shown significant increase thanks in part to rising birth rates and immigration rates. Several age groups have significant gaps in their numbers, but the data shows that the population will soon level out at a much higher rate.
Continue to allow families to grow or not grow at their own rate and make an effort to meet their needs in terms of additional schools and residential options. With the increased population, there will be a need for more housing options as young adults chose not to move back home with their families and older adults look for smaller housing options. - Chapter 2 - Land UseLand was under very strict control. There are construction requirements and criteria for each section of the county.
Apple Valley Metro allows for buildings in excess of three levels and is mostly commerical and urban with minimal space bewteen buildings. All buildings must have a clear view of the Lady Starr statue. Due to the limited land space, renovations of current buildings is opted over building new buildings.
Apple Valley limits buildings to three levels and is a mix of commerical, green space and suburban residential. The space around the simian statue is protected space and residential buildings may not occupy that space.
Apple Plains limits buildings to two levels and is mostly rural residential and green space. - Chapter 3 - TransportationCars are discouraged due to the small size of the neighborhood and easy walking distance to most places. Carpools and public taxis make transportation faster when necessary and there is an airport nearby, but residents must take a ferry to get there.
- Chapter 4 - HousingResidents no longer reside in fully gated apartment housing communities due to the strict remodeling codes. Sims now live in either single family dwellings or apartments. At the moment all sims have adequate housing, however in the future there will be a greater demand for single family dwellings. Land will need to be set aside for starter homes or townhomes.
- Chapter 5 - Economic DevelopmentUnemployment is at record lows especially since Apple Valley gathers data on residents that manage thier own businesses (though technically unemployed, they gather income). More businesses, both small and maxis owned, are calling Apple Valley home. This increase allows for more office buildings. In the future, a single office building housing offices for most of the career options is advised.
- Chapter 6 - Natural & Agricultural ResourcesAt the moment, local produce is widely available from Grey Farms. There is also a market available for online orders of fresh organic produce. Pier access is increasing so more imports and exports can be transported.
- Chapter 7 - Parks & Open SpaceCurrently there are several parks to service residents: Alisa Crawston Celebration Park, Apple Valley Children's Park, Dimensional Park, White Shore and Apple Valley Botanical Gardens. The city planning still calls for an emphasis on spectacular views of the surrounding ocean and land. The beach front side of the island is currently being developed with pier access.
- Chapter 8 - Historic & Cultural ResourcesCurrently the Historical Society hasn't done much work in order to track or maintain historic or cultural resources in spite of Apple Valley's rich cultural history and long past. There was a large loss of historical artifacts due to the closing of Geocities. Recommend investing in historical and cultural aspects of the hood by encouraging the Historical Society to publish at least one family history each simyear until all families are noted for. Also encourage the society to update family trees once every five simyears and possibly move to an online family tree hosting service. Continue to host a seasonal celebration where each season a celebration will be held to mark historic events in Apple Valley's history and to celebrate the unique blending of culture. This is mostly done via the Apple Festival.
- Chapter 9 - Community Facilities (Police, Fire, Community, School)The hood uses SCPD and SCFD for emergencies. In the future, suggest a local office for these two units to be located in the metro. The Veronika Kent Medical Centre is used for medical needs and is located in the metro, Pierce University has it's own land space near the metro and Apple Valley Academy is located in Apple Valley.
- Chapter 10 - UtilitiesCurrently the community uses wind power and utilities from SC.
- Chapter 11 - Intergovernmental CooperationCurrently the hood is active in the SUN community and has relationships with other hoods.

Medical Notes: 2005-2009 Term
Julio Wilsonoff
With my election to another term, I am required to submit a proposal of plans for the medical center and health care in the hood.
Renovations at the Medical Centre
With the help of Li Yoo, we're revamping the medical centre. The medical centre will now have a small waiting area, two examination rooms, private doctor offices, lab, small cafeteria, inpatient room, and an operation room. Renovations are expected to be finished by the end of 2006.
New Employees
We have hired Dr. Donna O'Dale from Pahala Shore. Dr. O'Dale is in charge of pediatrics, which leaves Dr.McMillian in charge of OB/GYN and I in charge of general health.
Public Medical Files
I propose that we make a public medical file for other hoods to access and add to as well. This file would have information on simmish illnesses such as the Plumbbob Virus and Stone Veins in one central location.
Universal Health Care
I propose that we set up a health fund for residents-almost like a common insurance. Residents pay a fee-which can be added to their tax bill. The fee would be based on a combination of income and age and assessed every summer along with taxes. When a sim visits the medical centre, they will pay a small deductible of $100 and then all other funds will be taken from the "health care pot" for the hood. This plan would only cover basic care, advanced services such as plastic surgery and IVFs would not be fully covered. In fact, plastic surgery wouldn't be covered at all, while the first round of IVF is covered.
This fund does not pay for the salaries of the medical employees, funding for that comes from taxation. The fund directly pays for costs associated with medical care such as birthing fees, medicines, equiptment and materials cost not the labor of the medical employees.
The fee schedule for the Universal Health Care is as follows:
-Elders $75
-Adults $50
-Youth (young adult and younger) $25
With the following income multipliers:
-Tier 1 = 3
-Tier 2 = 2
-Tier 3 = 1
-Tier 4 = 0.75
For example, a family with 2 adults and 3 youth would pay $175 [(2 x $50) + (3 x $25)], if their tax rate is Tier 2, then their universal health care fee would be $350 (2 x $175) which is added to their tax bill so residents do not have to worry about paying an additional bill.
I propose that we start collecting fees in 2007 as the summer tax collection has already passed. The research forecasts that in 2007 we would collect $4,000 from active residents with an addition $11,000 from inactive residents for a total of $15,000 for the health fund.

Johan Dawson Shazad
I have been "elected" to another term, as such I need to establish my plans for the term.
I have been "elected" to another term, as such I need to establish my plans for the term.
- Ensure a quality education system for residents
Currently we have a combined primary and secondary school as well as a local university and options for advanced degrees and associate's degrees.
Our curriculm is updated and featured in-depth in several notes.
Students that desire to explore the option of technical or trades school are encouraged to attend WilTech located in Simmington Hills. - Manage the primary and secondary school and curriculmWith the projected bump in population, it is becoming more obvious that we will need to establish two seperate campuses, one for the primary students and the other for the secondary students.
The seperate campus will be built by simyear 2009 to accomadate the increased enrollment. In addition we will need to hire another secondary teacher.
The part-time arts and physical education teachers will have to commute bewteen the two campuses. With the additional campus, the option of hiring the part-time teachers as full time teachers is recommended. - Manage the university and curriculm.Pierce University is undergoing renovations in order to expand the arena for graduations, update the classrooms and increase the dorm space
Phase One-2006:
Additional dorm space to increase from six sims to twelve sims built in the standard style of double and single rooms that share a common bathroom and common living areas. The dorms will be complete by Fall 2006.
Expanded space for graduations. The construction plans will increase seating from twelve sims to twenty sims and will serve as the graduation site for all county graduations including associate's degree, bachelor's degree and advanced degrees. This is currently underway and is expected to be complete by Winter 2006.
Phase Two-2007-2008: Renovated classrooms that will feature state-of-the-art equiptment. Due to current donations we will start with the fine arts classroom while we work to raise donations for the other buildings.
Phase Three-2008: Renovated green space that allow plenty of room for students to rest and relax bewteen classes.

Community Director Note: Updates 2005
Carmela Herendez
I am hopefully submitting this report before the deadline.
Community Garden
The Community Garden is complete. We will hold the grand opening ceremony during the Apple Festival 2006.
Apple Festival 2006
Plans for the Apple Festival 2006 are underway. Grex Grey has agreed to lead a class in vegetable planting, Susie MacAstral is leading a class in pop and lock, while the Herendez Foundation for the Arts will be selling artwork to raise money for scholarships to our first art camp. Several awards will also be given including: Spirit of the Community; Beautiful Apple and Green Apple awards. Nominations are now being accepted until the end of 2005. The nominated sims will be featured in the 2005 paper.
SUN Exchange
I am still hoping to revive the tradition of SUN Exchanges. Families would be asked to stay for one simyear to gain the most out of the experience. Families visiting Apple Valley will be able to stay in one of the many apartment choices here. We're looking for interested families from the hood and other hoods to exchange with. Interested families from other hoods please apply by sending an email noting your family size, interests and small paragraph detailing what you hope to gain from the exchange.
NewRIP
NewRIP is still accepting new members. The last event was a potluck for new residents Brandon and Ilila Peterson. Members of NewRIP visited the couple with baked goods and frozens meals to welcome them to the neighborhood.
New Policies
-Pets must have collars. Pets found without collars will encounter a $500 fine.

Plumbbob Virus
Julio Wilsonoff
There are several cases of plumbbob virus in the hood. It has never appeared in our hood, but reports have indicated that there was an epidemic in Sokitumi several simyears ago. From my research:
Plumbob Virus
What is the Plumbob Virus?
The Plumbob Virus is a rare virus that once introduced is passed fairly quickly from sim to sim. The virus affects the body much like the flu, however children and teens are at a greater risk for more serious side effects including shortness of breath and weakened immune system.
What are the sign and symptoms of the Plumbob Virus?
The symptoms of the Plumbob Virus are similar to the flu, but are much more severe and include vomiting and runny bowels.
How is the Plumbob Virus diagnosed and evaluated?
During a physical examination, the doctor will look for signs that are indicative of the Plumbob Virus, including fever, coughing and shortness of breath. A sample from the throat and blood tests are also used in the diagnosis of the disease.
What is the treatment for the Plumbob Virus?
If the Plumbob Virus is detected early enough, it can be treated by plenty of bedrest and fluids. However a vaccine is being developed for more serious cases.

Education Note: Progress 2005
Johan Dawson Shazad
Public Education
Thankfully we have hired an upper primary school teacher, Mrs. Ilila Peterson and have combined the junior high and high school students into one secondary class taught by Mr. Jesse Kent. I am currently teaching the lower primary students until we can find a teacher for this position. We have Nicole Humphrey as a part-time music teacher, Susie MacAstral as a part-time dance teacher, Benjamin Endeavor as a part-time physical education teacher and Antonio Herendez who volunteers as a part-time art teacher,
Based on the projected growth of the population, we have a large bump in enrollment coming up. My concern is when we will be projected to have 26 students enrolled in the school, not including any additional immigration or adoptions into the hood.
I propose that we build a larger school better equipped to handle such a large enrollment of students. I would not like to seperate the primary and secondary students at this time, however that is an option for the future.
Goals:
Higher Education
Pierce University is in dire need of renovations. The outdoor arena for graduations is far too small, the classrooms are outdated and the dorm space is limited. I propose a three phase renovation and building schedule for the university.
Phase One: Additional dorm space to increase from six sims to twelve sims. This will not include family housing as some students requested based on the vast availablity of nearby apartments. Dorms will be built in the standard style of double and single rooms that share a common bathroom and common living areas. Proposals of suite-style dorms were rejected due to the abundance of nearby apartments. If students wish for more privacy and independence then they are free to rent an apartment. Dorms should be expected to be complete by Fall 2006.
Phase Two: Renovated classrooms that will feature state-of-the-art equiptment. Due to current donations we will start with the fine arts building while we work to raise donations for the other buildings.
Phase Three: Renovated green space that allow plenty of room for students to rest and relax bewteen classes. This will also include updated renovation of a graduation arena or outdoor space for such graduations.

Financial Director Note: Hood Council Report 2005
Rebecca Wilsonoff
It is time for my report regarding the finances of the hood.
Loans
We are now using a third party vendor to handle our loans, CJ Loans. Residents still visit the administrative office where they meet with me to discuss loan options. CJ Loans allows us greater flexibility in interest rates as well as less administrative paperwork.
Audit of Families Networth
We performed an audit of the network of our hood residents and published them below. This includes the value of their homes, businesses, cash reserves and loans.
The Administration Office is in need of remodel. In addition to adding a small library and gift shop, we will add offices for some of the county council members. The County Council President already has an office, however we will add offices for the Financial Director and Community Director. With the addition of the offices, residents will no longer have to discuss their business in the conference room or in the lobby. Li Yoo will be in charge of the renovations which are expected to be completed by the end of 2005.
Additional Residential Homes
Due to the limitations of living in a gated apartment community, we're going to build new residential homes in a gated non-apartment community. This move will allow residents of the gated community to be able to alter the structure of their homes without undue limitations. The new gated community will be located near the Simian Visitor Centre and bordered by Fort Apple and Apple Valley Academy.
Rebuilding of Daniels Landing
Daniels Landing is in need of renovation. Residents have complained of leaking roofs and unwanted pests. Li Yoo has made an assessment of the property and determined that the walls are riddled with fungi and the building must be demolished. The newly rebuilt building should be completed by the end of 2005.
Renovation vs Rebuilding of School Building
Johan Dawson is preparing a report to present to the county council regarding the options of renovating the current school or building a much larger school to house the expected rise in student enrollment.

Education Note: Post-Secondary Career
Johan Shazad
Met with Rebecca Wilsonoff to go over the hood's education and career needs. We propose the following changes.
Post-Secondary Careers
After reviewing the list of available employment and surveying business owners and CEOs, we've come to the following conclusion. Many of the careers and jobs now require advanced education and we must meet that need.
A detailed survey of jobs and salaries was made. We then evaluated what level of education and skills companies required and created a chart.
Light green indicates high school diploma.
Medium green indicates associate's degree.
Dark green indicates bachelor's degree.
Deep Dark green indicates an advanced (master or PhD) degree.
(click photo to see all the requirements)

Since companies are now requiring advanced educational skills, we must provide residents with these opportunities. Opportunities for a high school diploma and bachelor's degree are available, however we must offer associate's degree as well as advanced degrees. Please note that these skill levels are different from technical training skills.
The goal of the public education is that every student graduate with at least a skill score of 1 in all 7 core skills and a skill score of 3 in at least three core skills. This is the bare minimum standard simnationally. This means that a student will graduate with at least a 13 on the Core Skills Evaluation.
Associate Degree (thanks to Sullivan for piloting this program)
Any resident of Apple Valley without a degree may undertake a correspondence course with Pierce University at any time. Tuition is $5,000 for the entire degree program and students must have at least a score of 15 on their entrance exam (Score on Core Skills Evaluation + #simyears work experience)
Advanced Degree
Any resident of Apple Valley with a bachelor's degree may undertake an advanced degree with Pierce University at any time. Tuition is $20,000 for the entire degree program and students must have at least a score of 35 on their entrance exam (Score on Core Skills Evaluation + #simyears work experience)
Further Restrictions
Some industries reserved the right to limit the type of degrees required before entering the field. They are listed below.
Medicine: Biology, Physics, Psychology
Natural Science/Science/Oceanography: Biology, Physics, Mathematics
Architecture: Art, Physics, Mathematics

A more in depth look at this program will be available in the BTS Blog in a few days.

Education Note: New Year and New Needs
Johan Dawson Shazad
We are still in desperate need of a primary school teacher and a junior high teacher (if you know of a teacher, or wish to apply, please email me.) Based on the projected growth of the population, we have a large bump in enrollment coming up.
Right now the junior high students are taught alongside the high school students and I handle all the elementary school students. We have two part-time teachers right now. Nicole Humphrey has been teaching music to the students for quite some time now and we just hired Susie MacAstral, a university student, to teach dance class to the students.
We have a cafeteria worker to handle lunches, which each student receives free now thanks to the generous portion of taxes we received. With the money we were also able to add a third floor auditorium for graduations and assemblies. It's small, but there's potential for it to be enlarged later. Classrooms were outfitted with new books and we added additional playground equipment.

Goals:
- New staff/new staff assignments. We are in need of an art teacher, gym teacher, junior high teacher and elementary school teacher. Jesse Kent performs duties as the high school/junior high teacher for now. He will also receive additional duties as a gym teacher until another staff member is added. Nicole Humphrey teaches the music classes, while Susie MacAstral teaches the dance class part-time.
- Additional green space. Remove the soccer goal to free up additional green space for the children to play and relax during recess.
- More field trips. Many business owners have opened their doors to allow students to tour their businesses. Also the students will have the opportunity to visit the museum, hospital and college campus. These field trips will be by grades, since all students at a particular place will be too crowded.
